From Phoenix Sky Harbor:

Get on SR-51 and head north. Exit at Highland and make a left turn on Highland. Make a right turn onto 16th street and proceed north bound. Once you pass Camelback Road and Colter, Eldorado will be just ahead on your right.

Whether or not you choose to rent a car or take a shuttle, you may end up accessing a freeway other than the Squaw Peak Parkway. These could be I-10, SR-143 or Loop 202. Just try and follow signs to SR-51 and head north.
